• Not in public
• Anti Nazi jokes

Why didn't grumbling become open opposition

• Germans were afraid
• Opposition was divided
• People did not know what was going on
• People were pleased with the Nazis
• Quibbles were minor
• Nazis did drop unpopular policies
• 'We did vote for them'
• No organized opposition
